ビ・ライフ投資法人（BLI）とニューシティ・レジデンス投資法人（NCR）が、NCRの再生支援に関する基本合意書を締結した。9月9日の債権者集会にてローン・スター・グループをスポンサーとする再生計画案が否決されたため、再生手続きの廃止が決定した。NCRの破綻を回避するためには、債権者集会にて可決が見込める再生計画案を早期に策定し、新たな再生手続きの申立を行う必要があると認識し、BLIとの基本合意に至った。基本合意の主要な内容は、以下の2点。但し、NCRの再生手続の開始、再生計画案の認可決定を前提条件とする。 ①BLIのスポンサーである大和ハウス工業及び同社が指定する第三者を割当先として、NCRが第三者割当増資を行う。発行口数は120,000口、1口当たり発行価格は50,000円。 ②BLIとNCRとの合併を行う。合併日は平成22年4月1日を目処。合併比率はBLI：NCR＝1：0.23。
